The Impact of the Affordable Care Act on VA’s Dual Eligible Population

Act and the Health Care and Education Reconciliation Act (collectively referred to as the Affordable Care Act (ACA)) represents comprehensive reform of the health care delivery system and is intended to expand access to coverage, control health care costs, and improve the health care delivery system. When fully implemented, ACA will provide some Veterans with new options for health care, such as purchasing private health insurance through the soon to be established health insurance marketplaces or from Medicaid if the Veteran resides in a state that expands Medicaid eligibility.
